Fans could. That's what the My Little Pony fandom is doing. Most of it
rejected the G5 reboot, and they've continued to make G4 content for
themselves.

What do you think? Could a small group of fans make new Classic Who
episodes?

I guess the BBC would likely be snottier about that than Hasbro is.

Just as long as it isn't programmed to be woke then of course it can.
Even AI can write better than a 4 year old child which is the mental age
of the retarded woke soap opera actors writing for Doctor Whoke at the
moment. You just give it an outline of the plot and the AI will add the
characters, dialogue, and fill in the details. Unfortunately the
degenerate woke imbecile running the show at the moment don't understand
what a plot is let alone how to construct one and I don't think AI is at
the level yet to come up with a plot all but itself, but then again, if
you let it try it would probably write a better one that the woke child
grooming perverts could.
