Fork tube HELP!

I have a 66 that has a lot of aftermarket stuff added to it before me, some
that is unidentifiable.  Just took the fork tubes apart, and found some
interesting things.  As near as I can tell from the parts and style, I have
80 - 83 FXWG tubes, 24 7/8" long, which is the stock length..  When I took
the internals apart, I found some home-made spacers 1 3/4" long.  I've heard
that some guys put spacers in to stiffen the front end up.  My question is,
how is everything supposed to fit?  Without the spacers everything is tight
once I screw the plug in.  With the spacers, I have to compress the spring
to get the plug in.  Which is the correct fit?  When I bought this bike,
most of it was in recycle boxes.  The more I do to it, the more stuff I find
that doesn't belong.  Thanks
