Admittedly I've never rented a bike...

But with cars, I've found that one person rents it, and adds the other
as a second driver.  Assuming Driver #2 is of the proper age, in
possession of the proper ID, and has a credit card number to give as a
deposit, they only charge as though it were the one driver.  Things get
sticky if someone is under age (sometimes 21, sometimes 25, and I'm sure
there are other variations), or not in possession of a valid credit card
(this wound me up driving around in the just-melting snow in Madison
several months ago, as my lame traveling companion only has a debit card
and therefore wasn't allowed to drive the car).

Kudos to you, Nick Weaver, for insisting on doing it the Proper Way.
Especially where Mr. Kennedy is involved.  <duck>
